The CMS Value-Based Payment Modifier, aka Value Modifier, is a Medicare Incentive program designed to reward physicians (and other providers who are reimbursed under the Medicare Physician Fee Schedule) who deliver high-value care. This is a revenue-neutral program in which payments are reduced for providers who deliver low-value care, and these monies are given as bonuses to providers who provide high-value care.
